OTTAWA, Oct. 22 — The United States State Department says it is investigating how engines made by a Pratt & Whitney subsidiary in Canada turned up in a Chinese attack helicopter.

The subsidiary, Pratt & Whitney Canada, said last week that 10 engines were sent to China in 2001 and 2002 under a Canadian government export license for use in civilian copters. But the engines, the company said, ended up in prototypes of the Z-10, China’s first domestically developed attack copter, designed to carry guided antitank missiles.

While the Canadian government plans no action against Pratt & Whitney over the military diversion, a State Department spokesman, Karl E. Duckworth, said the United States government was continuing an investigation into the company’s actions. He declined to provide any details, though American export controls prohibit providing certain technology for military use.

It is unclear under what conditions the controls would apply to Pratt & Whitney. Some foreign-made technology uses American components and designs, and the Canadian subsidiary is owned by an American company, United Technologies of Hartford, Conn.

In an e-mailed statement, Jean-Daniel Hamelin, a spokesman for Pratt & Whitney Canada, said the company was selected by a Chinese aircraft maker in 2000 to provide engines for the civilian variation of a helicopter that was simultaneously being developed for the military.

When Pratt & Whitney Canada, based near Montreal, applied for an export license from the Canadian government, it understood that the Chinese would develop their own engine for the military model, Mr. Hamelin wrote. The two helicopters, he said, were being developed on a “common platform” that shared rotors and transmissions.

But, Mr. Hamelin added, “the Chinese engine encountered delays, and our engines were used during the development of the common platform.” Shipments to China by the company’s Canadian unit stopped in 2002. It is unclear why sales were halted.

“The program has undergone changes by the Chinese,” Mr. Hamelin wrote. “The Canadian government is currently re-evaluating the program.” He did not respond to further requests for comment.

Several aviation publications have reported that the Chinese military has still been unable to create its own copter engine and that it continues to rely on engines made by Pratt & Whitney.

The Department of Foreign Affairs and International Trade, which issued the export license, said Friday that it had no concerns about the way the engine sale was handled or the effectiveness of its export control program for technologies with potential military applications.

“Pratt & Whitney lived up to the conditions of the licenses,” said François Jubinville, a spokesman for the international trade minister. He added, “We’re pretty confident that our control system was used properly.”

When asked whether the system was working properly given that the engines had ultimately been put to military use, Mr. Jubinville replied, “The question should be asked to the Chinese.”

At Pratt & Whitney Canada, Mr. Hamelin wrote that the Pratt & Whitney engine, the PT6, was developed more than 40 years ago. “Over 25,000 PT6s are flying around the world on commercial applications,” he wrote.

Matlab里面使用元素循环

Matlab里面的for循环其实本质上更类似于Perl和Ruby

不过由于大部分用matlab的人是受的C语言教育，甚至没有编程基础，所以一般来说，对for的实用几乎全是最基本的C方式

基本就是把

for(i=n;i<m;i++){
...
}

替换成

for i=n:m-1
...
end


稍微复杂一点，也无非就是i=m:-1:n或者i=1:k:n这类的东西。但是归根到底都是完全的C风格---可以在C下面找到简单的对应语句

但是如果认真的分析一下matlab的for语句结构

for i=1:n
~~~这个写法如果单独拿出来看是不是很眼熟-----这其实是一个数组。

换句话说，matlab其实和perl一样，是在对“数组元素”进行循环，而不是C那样简单的对数字进行循环。只不过是一般习惯上我们喜欢用1:n这样的简单的全部由数字组成的数组作为循环对象，以使其产生和C下面完全一样的效果。

But that's not necessarily the case, 如果去掉这个限制，matlab的循环功能可以实现更自由的功能，下面只是一些非常简单的小实验，至于什么地方能用的上，相信看过以后你自然会有感觉

I'm building data networking infrastructure that's easy to configure and control. The Click toolkit, for example, brings a new level of flexibility to network configuration by viewing routers as compositions of packet processing modules. Roofnet is a self-configuring wireless mesh network for Internet access, spread out over a few dozen nodes in Cambridge. The Resilient Overlay Networks project allows end-system control over Internet routing, so that applications can choose their own tradeoffs among qualities such as delay, bandwidth, and reliability. Chord and DHash provide a peer-to-peer distributed data lookup and storage system, which Ivy uses to build a shared read/write file system, and Pastwatch uses to provide serverless CVS-like version control.

Egyptian blogger Abdel Kareem Soliman was jailed for four years

Bloggers are now finding themselves prey to censorship from repressive governments as much as journalists in traditional media, a report says.

Reporters Without Borders' annual study of press freedom says China is one of the worst offenders, having imprisoned 50 people for postings on the internet.

The report says governments realise the internet is now a key tool in promoting democracy and are moving to curb it.

Eritrea was ranked bottom on overall press freedom by the pressure group.

The African nation took the 169th slot on the sixth annual worldwide press freedom index, behind North Korea at 168th and Turkmenistan at 167th.

With less than a year to go to the 2008 Beijing Olympics, the reforms and the releases of imprisoned journalists so often promised by the authorities seem to be a vain hope Reporters Without Borders

"There is nothing surprising about this," Reporters Without Borders said in a statement.

"Even if we are not aware of all the press freedom violations in North Korea and Turkmenistan, which are second and third from last, Eritrea deserves to be at the bottom.

"The privately-owned press has been banished by the authoritarian President Issaias Afeworki and the few journalists who dare to criticise the regime are thrown in prison. We know that four of them have died in detention and we have every reason to fear that others will suffer the same fate."

The annual index includes 169 countries and was compiled by questioning journalists, researchers and jurists around the world, along with freedom of expression and human rights groups.

Criticism

A number of countries slipped down the index because "of serious, repeated violations of the free flow of online news and information," Reporters Without Borders said.

According to the group at least 64 people are currently imprisoned worldwide because of postings on the web, eight of them in Vietnam.

"We also regret that China (164th) stagnates near the bottom of the index. With less than a year to go to the 2008 Beijing Olympics, the reforms and the releases of imprisoned journalists so often promised by the authorities seem to be a vain hope," it added.

Politkovskaya murder

The group said it was "particularly disturbed" by the recent government suppression of Burma's pro-democracy movement.

"The military junta's crackdown on demonstrations bodes ill for the future of basic freedoms in this country. Journalists continue to work under the yoke of harsh censorship from which nothing escapes, not even small ads," it said.

The highest ranking on the index went to Iceland, followed by Norway and Estonia.

Overall Europe performed best, though Russia, which was ranked 144th on the list, is not progressing, the report said.

The murder of outspoken Kremlin critic Anna Politkovskaya and the failure to bring her killer to justice weighed heavily, as did a lack of media diversity, Reporters Without Borders added.

Back 2 mplayer: AreWeThereYet

当年养成的坏习惯，我机器里面总是同时存在若干个不同的播放器，我也并不太在意配置每个播放器，基本上只要拿到一个文件能有一个播放器能打开，我也就勉强算是过去了

但是这种得过且过的日子总是没有办法长久的，今天又遇到一个文件，mpc直接跳codec窗口，wmp只有音频，至于那个被很多人推崇的垃圾软件kmp就更离谱了，声音正常播放，画面3-4倍速快放，同时整个系统失去反应。mplayer算是还好，可以正常播放，不过没法显示mkv字幕-----因为我没做过那个配置...

一犯懒，就想去找找有没有新版的mplayer，结果发现mplayer除了一版正式更新，这可是大事，自从被版权组织搞了以后，貌似mplayer一直都是半地下状态，虽然代码还在更新，但是很少作任何的“发布”，一般都是几个人自己down了source下来编译好了，发布一个非官方的个人编译版。这次mplayer居然正式的发布了一个新版，当然是要弄来看看。

release note 上的东西写了不少，也没功夫一个一个看，从目前试用的感觉，最直观的印象是本版加强了GUI。以前官方版本貌似都不太重视GUI,基本是留给一些第三方小团体自己去作，mplayer项目本身更多的还是集中在codec,Demuxer,render这类比较扎实的功能上（这一点和kmp这种小破组织完全不一样），界面方面不管是形式上还是内容上都是力求简洁，可以说每个功能都非常实用，能精简的就一定精简。这个版本可以说是大改，界面复杂了不少，也开始提供让人看了眼花缭乱的菜单-----这对我这种懒得记快捷键的人来说是个好事。

至于功能嘛，还是一如既往的强大，那个刚才挺恶心人的mkv文件直接被拿下。可惜手边没有其他的恶心文件，以后有机会找几个试试。

It's been a while, but we are still around and have decided that it's time to funnel our steady stream of daily changes into a release again.

One main source of improvements has, as always, been FFmpeg, which added support for several new video and audio codecs along with speedups and massive code cleanups.

MPlayer now supports Real RTSP authentication and the libnemesi streaming library as an alternative to live555. Also, many QuickTime over RTSP streams can now be played. There have been various improvements to TV streaming, Intel Mac support should be complete.

Support for VC-1 in MPEG-TS and MPEG-PS will make many HDTV streams work. Blu-ray or HD-DVD playback is not possible yet, but MPlayer can play the EVO files after they have been decrypted.

MPlayer now assumes square pixels as found on LCD panels. If the video on your monitor appears squished or stretched please use '-monitoraspect 4:3' to get back the previous behavior.

It is no longer necessary to patch the sources to get AMR audio support. Instead, download AMR libraries for Linux and install them as described on that page.

Note that this release will not compile on current (as of this writing) Cygwin versions due to a missing llrint implementation in Cygwin. You will have to wait for the next gcc upgrade in Cygwin or patch either Cygwin or MPlayer locally.

There is no need to download binary codec packages if you already have an older version.

Matlab升级以后ctrl tab又不好用了

...只有一个解释，matlab改了跟gui有关的什么东西------2006b升级到2007a的时候没改过

先看了一下这次升级有没有提供关于tab的设置，非常失望的....还是没有

忍着吧，只好把autokey又拿出来调了一下，加上下面这段代码（因为我的06b没删，所以以前的脚本也还留着）

斯基先生”这句话有什么含义，他都笑而不答。

中国腐败侵吞资金超过教育经费

其实这个贪污规模我完全不惊讶------才3%，任何人都知道这个是严重低估的
没想到的是教育经费居然连3%都不到...教育产业化果然nb。

中国官员侵吞的资金已经超过教育经费，腐败问题已经严重到威胁中国政治稳定的程度。

据美国卡内基国际和平基金会的报告说，解决腐败问题就必须进行政治改革，但中共因为担心失去权力而拒绝政治改革。

这份报告的作者是卡内基基金会资深研究员裴敏欣。他说, 中国的公共开支中10%被回扣、贿赂甚至盗窃所侵吞。

在2003年，腐败所侵吞资金达860亿美元，达当年国民生产总值的百分之三。这个数字已经超过了2006年中国政府的教育经费总合。

报告说，虽然存在着严重的腐败问题，但中国经济依然在增长，社会也没有发生大的动乱，西方投资者的热情不减。

缺乏政改意愿

但是这一切并不意味着目前的中国政治体制可以无限度地消化日益严重的腐败所带来的日益严重的后果。

裴敏欣表示，腐败日益严重的原因是历经多年经济改革之后，政府依然广泛干涉经济事务，执法缺乏力度，以及共产党缺乏政治改革的意愿。

报告说，腐败已经成为中国政府最棘手的一个严重问题，因为解决腐败必须进行政治改革，但中共担心进行政改会损害自己的执政党地位。

近年来，中共高层官员不断传出腐败丑闻。原中共上海市委书记陈良宇也因挪用社保基金案下台。

原中国药检局局长郑晓萸也因贪污被执行死刑。

图像转EPS的小程序

现在用TeX，没办法，需要做这么一个东西

查了一下，TAMU很多年前有人做过这个东西了，

拿来直接改了改,都些非常小的改动，为了让程序更规范一点（其实主要是为了适应我自己的一些坏习惯，哈哈）

下面是改过的代码，存在这里以防我哪天机器里面找不到这个文件了。说起来，我现在很多helper程序都是零散的放在各个文件夹下面，每次需要用的时候就copy一份到当前项目的路径。这样一方面是每次都需要去找相应的helper在什么地方那个，更严重的潜在问题是没法保证这些程序的同步更新，有功夫看来需要把东西全部整理起来作成一个toolbox了

打破国产媳妇垄断！团购朝鲜媳妇的可行性报告（Zz）

我也不知道其他人怎么看这个文章，不过作者既然写了这么多细节，想必多少是有几分当真的。而我嘛，也还真是在认真的考虑这个事情-------不过我这个人，脑袋里面古怪念头一向很多，也早就习惯了愿望无法实现的失落，所以我的“认真”并不一定是非常死心塌地的状态

随着社会的发展，人类的进步，物价的提高，中国男性娶妻的愿望越来越难以满足，为何？娶老婆的成本太高。前期有篇文章，曾经列举了几大城市娶妻的成本，看得人内心充满了恐怖。
　　 本人引用一段南京娶媳妇的成本：
　　　　按照网上的统计方法，我们也来估算一下讨一个条件在中上(学历大专以上、身材相貌较好、有稳定的工作)的南京老婆得花多少钱
。
　　
　　　　1.房屋一套(80平米以上，市区)，以均价6000元计，6000×80＝48万。
　　
　　　　2.装修，以中等装修，80平米算，计5万。
　　
　　　　3.家电及家具，计3万(有部分女方以嫁妆形式出资承担)。
　　
　　　　4.轿车，以普通代步车为标准，计10万。也有部分通情达理的南京女孩同意以电动车作为替代品，计1500元。
　　
　　　　5.办喜酒，以中等酒店25桌为例，包括自带酒、烟、糖，计1200×25＝3万。回收红包以每桌平均1200元计，1200×25＝3万，收支相抵
。
　　
　　　　6.度蜜月，以港澳、新马泰、云南、海南为主要出行地，平均每人费用以8000元为标准，计8000×2＝1.6万。
　　
　　　　7.从谈恋爱到决定结婚这段时间，包括出去吃饭、买礼物、娱乐、旅游、送女友父母节日礼品等，平均每月以1000元为标准，谈2年，计1000×12×2＝2.4万。
　　
　　　　综上，各项成本合计48＋5＋3＋10＋1.6＋2.4＝70万。
　　　　以男方家庭20万的家产，男人年收入5万计，(70-20)/5＝10年。最后得出结论为：男方倾家荡产＋男人不吃不喝工作10年＝讨一个南京中上条件的老婆的成本。
　　
　　 再来计算一下娶朝鲜媳妇的成本。
　　
　　 以前，大家都说用一袋大米就可以换一个媳妇，当然真假与否，我们暂且不去考虑，毕竟这是以前了，现在朝鲜也在寻求改革开放，所以，朝鲜人民的生活水平也略有提高。但是并没有高到太高的地步。
　　
　　 朝鲜，现在2400万人口，但是总体经济水平很低。很多人为此偷渡到中国。
　　
　　 那我们计算一下娶一个朝鲜女人的成本是多少。（人民币和朝鲜币的兑换汇率1人民币=120 朝鲜币）
　　
　　 首先说明一下，中国和朝鲜是不通婚的，那么只能通过其他途径来解决这个婚姻问题。记得曾经在视频上看过，在中朝边境，鸭绿江最窄的地方，人都可以走过去，所以为朝鲜媳妇过境提供了方便。
　　
　　 那么由于朝鲜的体制不允许，所以我们前往朝鲜多呆长时间是不太可能的，所以我们不可能正大光明的恋爱，怎么办？首先到东北的一些朝鲜族聚集地打听，最好是有熟人，当然有钱最好了。不过呢，要悄悄进行，万一被特工举报了，那漂亮的朝鲜MM就要被送回国了，还可能被送入监狱，严重的可能被处决，因为朝鲜绝对不允许自己的国民叛国！
　　
　　 花钱买是唯一的途径，当然不排除你到朝鲜旅游几天，看中了一个朝鲜的漂亮MM，一见钟情，然后你协助她TD到国内。这个也有可能。但是可能性不大，因为到朝鲜旅游，每个旅游团的导游，都是朝鲜精选的监督。
　　
　　 那么你可以花钱买媳妇。价格几千块，当然你一定要挑最漂亮的，学历好的，朝鲜的女大学生很多偷渡到国内来的。
　　
　　 然后你帮他制作一系列的证件，这点你应该知道国内的水平还是不错的吧？

　　
　　 带回家，当然你需要有耐心，要教她学中文。说普通话。别娶个媳妇天天用朝鲜语和你交流，你还得配个翻译，那价钱就高了！
　　
　　 另外，婚礼也可以不办，太招摇了，容易让别人注意，一旦被JC发现牵动回国，那就麻烦了！
　　
　　 朝鲜的女人绝对的贤惠，她们很希望来到中国，因为能够吃好喝好穿好，追求舒服的生活，你就可以每天吃到可口的朝鲜饭菜，泡菜、狗肉、冷面等等。而且朝鲜女人在他们国内的影响就是地位低下，家中来客人了，不会上桌吃饭，这点和以前山东的女性做法差不多。
　　
　　 当然，你还要改掉她们的口头语和习惯，不要一见到金日成和金正日的头像就鞠躬和高喊万岁，你要训练她热爱伟大的中国！热爱我们党！
　　
　　 综合来说的话，用钱主要控制在以下方面：
　　
　　 1、到东北的费用，往高了喊：3000够了
　　
　　 2、买媳妇的费用，往高了喊：10000够了
　　
　　 3、如果有能力的话，就给朝鲜媳妇弄个真的身份证明。那价格就不得而知了，看个人能力。
　　
　　 其他。也没有了。哪怕是租房子住，哪怕是一个礼拜吃一次肉，如果这个朝鲜媳妇是实在人的话，在没有其他外在因素干扰的情况下，这个女人会一辈子跟着你！
　　
　　 而且等到朝鲜那边体制变通了。到时候再领着媳妇到老丈人家走走~也很风光的说！
　　
　　 兄弟们，到2020年，中国要有3000万的光棍！在物价高涨的今天，咱们去团购吧！！！！
